Pacific Institute Online Update for February 2003

Institute Launches Water and Climate Bibliography

Good news for researchers studying climate change and its impact on water resources: a searchable bibliography of literature on the topic is now available online at the Pacific Institute's new resources web page. The Water and Climate Bibliography contains over 3000 citations of both peer-reviewed and "gray" literature, and offers a powerful and flexible search interface. The Water and Climate Bibliography, paid for by the Dialogue on Water and Climate, the California Energy Commission, and the California Department of Water Resources, will also be available on a portable CD-ROM version in March. Researchers are encouraged to submit new citations for consideration using the online form.

Kyoto Update: Pacific Institute to Present on Privatization, Climate Change, Right to Water

The Pacific Institute is gearing up for the 3rd World Water Forum to be held in Kyoto, Japan from March 16-23. Peter H. Gleick, President of the Pacific Institute, is scheduled to present at the opening plenary session on the global water crisis and human health. Pacific Institute staff will contribute to a number of other sessions including those on climate change and water, and water privatization. The Pacific Institute is also planning to present a number of case studies that look at the principles and practices of good water management. For more information on our Kyoto plans, please contact the Pacific Institute's Communications Director, Ian Hart.

Water Privatization: Pacific Institute Studies Stockton

The Pacific Institute completed an independent technical review of Stockton, California's proposed water privatization plans at the end of January. Gary H. Wolff, the Pacific Institute's Principal Economist and Engineer, found that advocates for privatization "greatly overstated" the cost savings from privatization while ignoring some of the possible risks. Our technical analysis was presented to Stockton's Mayor and City Council on January 22 and was covered by the Stockton Record.

January Staff Updates

1/1, Air Quality District Takes Action | The Bay Area Air Quality Management District finally took action to place Red Star Yeast, the largest fixed source of toxic air pollution in West Oakland, on the list of Chronic Odor Violators. Red Star is one of very few facilities ever to be placed on this list, and this was due to pressure applied by the community. Since the release of Pacific Institute's report, "Neighborhood Knowledge for Change," which identified Red Star as a major toxic polluter, the community has been rallying to force Red Star to clean up or ship out.

1/10, ISO Technical Committee 207 adds NGO Rep | Jason Morrison attended his first meeting as a member of the ISO Technical Committee 207 Chairman's Advisory Group held in Washington, D.C. Invited to join the group in December 2002, Jason represents the first NGO to serve on the TC 207 leadership body.

1/16, Meeting with Congresswoman Barbara Lee | The Pacific Institute, the West Oakland Environmental Indicators Project, and West Oakland community members met with U.S. Congresswoman Barbara Lee to update her on the environmental and social conditions in West Oakland. Congresswoman Lee agreed to help advocate for community identified concerns.

1/25, West Oakland Residents at Town Hall Meeting | Residents involved in the West Oakland Environmental Indicators Project made a series of presentations at a town hall meeting being held to help guide the area's redevelopment process. Residents spoke on the importance of improving access to affordable housing, cleaning-up contaminated sites, and encouraging green business development and used research from the Pacific Institute's report on West Oakland to help make their case.

1/29-30, Workshop on EMSs | Jason Morrison attended a workshop entitled "Environmental Management Systems (EMS) and Financial Incentives in the Public Sector." The objective of the two-day event, held at the University of Pennsylvania, was to identify relationships and benefits between entities in the public sector who implement EMSs, including ISO 14001.
